Modifier reaction to Phenotype are following the SBGN notation
Currently, modifier reactions to a Phenotype node are flagged as "Invalid arc type. Reduced notation reaction found of type that is not compliant with SBGN-ML format."
They are indeed according to the specification, they are not Reduced Notation.
