Admin panel: Project list in the "Comments" tab should be a drop down menu

Currently in the "Comments" tab the list of available projects is a scrollable list. It should be replaced by a drop-down menu, labeled "Current project", positioned either above, or to the left of the "Show n entries" drop-down menu.
